Kenya&#x27;s landmark debt restructuring deal with China, announced last year, converted $3 billion in outstanding China Exim Bank loans from U.S. dollars to Chinese yuan. The currency switch could save the East African country more than $200 million in debt servicing costs. Not surprisingly, other countries in Asia and Africa are now exploring similar arrangements to reduce their debt burdens. But a new report from the development finance research lab AidData argues that Kenya&#x27;s savings came mostly from the restructuring terms — not from the yuan conversion itself. Today coming to you from New York City, a little bit different background than I normally have on the road all week here. And just want to give a big shout out to all of the different diplomatic delegations at the UN that I had a chance to meet with this week and all the various folks who came out to our different events. Wonderful to see everybody and just such a great reception here in New York. You'll also notice that Kobus' background is a little bit different this week because he is in Nairobi.

A very good afternoon to you, Kobus. Good afternoon. Kobus and I are again on the road this week. We're going to have a show next week where we share some of the reflections of the different conversations we've had. Kobus in Kenya, me here in New York with all sorts of different stakeholders. So make sure to join us next week for that. But today we're going to be focusing on debt. And we're going to revisit this issue that we haven't covered this much in 2026.

But previous years, as regular listeners of the show will know, it's been one of the consistent topics of this program as it's been a hallmark of Chinese engagement in Africa. Well, there was some news this week because the Paris Club, that is the group of rich creditors, got together in, well, where else? Paris for their annual meetings and together with creditors, borrowers, investors. A little bit like the IMF, World Bank Spring meetings that they pulled together, everybody.

And it's a time when you can kind of reflect on where we are in the current debt situation. Interesting that the Paris Club issued their annual report and really kind of threw some shade on the G20's common framework. In the annual report, they've been saying what Kobus and I have been saying for a very long time, that the common framework for restructuring the debts of some of the world's poorest countries really isn't working. It's broken. And let's just be clear who we're talking about here.

According to the IMF, back in 2025 data, 35 countries, mostly low-income countries, are classified as either in debt distress or at high risk of debt distress. That number is probably a conservative number depending on how you define debt distress. The problem is that the mechanisms that the G20 and others have brought forth to try and resolve these problems just aren't working that well.
