Meaning that if Japan were to find themselves in a crisis like they are now and suddenly needed cash or their investors started bringing assets back home or selling off assets to raise cash, that would include selling U.S. treasuries. Now, U.S. treasuries are how the U.S. funds its debt, which is currently closing in on $40 trillion.
